When submitting on the Site Sampler Transaction (AE):

Required when defining a sampler channel.

Referenced Site Sampler must already exist.

Integer between 1 and the Site Sampler Count.

When submitting with any other transaction:

Must already be defined for the samlper via the AE transaction.
